Political Solutions
It will be up to governments and political action groups to push countries to stem the flow from the other end.  They must begin by addressing  poverty, disease and inequality as well as establishing the children’s rights., This, of course, begins with legislation and then moves on to planning, budgeting, and finally implementation of new departments in the government;…all of which means a considerable amount of time, attention and money for governments that are very unstable and in their minds have much bigger fish to fry. This solution is a very long way off.  EVEN then it will take a very long time for a significant impact to occur because they are dealing with adults, not children for changing their country…adults that do not necessarily have a tradition of treating orphaned children with love and respect and who themselves live a life that is hand to mouth…and perhaps they themselves are an orphan as well…one who was not cared for and loved.
